In this article, John S. Summers and Michael J. Newman introduce their new “full” measure of calculating reversal rates of the courts of appeal by the United States Supreme Court. This new method takes into account cases directly in front of the Court as well as shadow decisions, and provides a better understanding of the Supreme Court’s review of the Courts of Appeals.
